CIPFA

CIPFA was established in 1885 and is the only global professional accounting body and member of the International Federation of Accountants (IFAC) that specializes in the public sector. CIPFA is the global expert in public finance. Working closely with public sector organizations across the UK and with international bodies such as the UN and the World Bank, the International Monetary Fund and the European Commission, we are responsible for the education and training of professional accountants and for their regulation.

CIPFA has a strong presence in Pakistan. We recently signed a contract to undertake a landmark capacity building and change management project with the Department of the Auditor General of Pakistan in partnership with the University of Lahore. The project will include the delivery of CIPFA’s Professional Accountancy Qualification to 150 key officers. CIPFA will also design and deliver thematic audit training to a further 800 officers, improving understanding of performance auditing across the country. As part of our commitment to strengthening professional and educational standards across Pakistan’s public sector, we also have a memorandum of understanding and work closely with Pakistan Institute of Public Finance Accountants (PIPFA) and other professional bodies in Pakistan. We also recognise exemptions from The Institute of Chartered Accountants of Pakistan (CA Pakistan) and The Institute of Cost and Management Accountants of Pakistan (ICMA Pakistan). At the heart of everything we do is our professional network of 14,000 members. They work for public sector organizations, in auditor generals’ offices, government corporations and major accounting firms across the globe and are widely respected for their technical and ethical standards, and professional integrity.

The university of lahore

The University of Lahore (UOL) is the largest private sector university in Pakistan with more than 35,000 students. The CIPFA Certificate in Management and Financial Accounting is made up of two modules – Financial Accounting and Management Accounting. The minimum pre-requisite to enter the program is intermediate and A, Level or equivalent qualification. The Certificate is the first stage of the CIPFA Professional Accountancy Qualification. On successful completion of the Certificate, you will have the opportunity to complete the three remaining stages, as illustrated in the diagram below. At the final stage, there are two pathways to choose from – one for those specialising in accountancy (i) and one for those specialising in audit (ii). The graduates of relevant degree programs may be eligible for appropriate exemptions.

FINANCIAL ACCOUNTING

This module provides an introduction to accounting theory, bookkeeping, control techniques and the preparation of content for the financial statements. Three types of organization are considered: sole traders, limited companies, and clubs and societies. You will be encouraged to consider your approach to recording transactions, control techniques and preparing financial statements in the context of ethical and professional behaviour.

Assessment: Online examination, 2 hours – multiple choice and objective questions.

Management Accounting

This module provides an introduction to the principles of costing and budgeting and their use in providing information to support management decision making. The nature of costs, cost behaviour and various costing techniques are explored. You will learn the key aspects of standard costing and variance analysis, and the use of costing information to evaluate performance. The importance of the budget setting process and the types and uses of budgets are also covered, together with the practical skills needed to prepare budgets and to estimate costs for inclusion in a budget. The relevance and use of technology are embedded throughout the module.

Assessment: Online examination, 2 hours – multiple choice and objective questions.

How is the CIPFA program taught?

The CIPFA Certificate in Management and Financial Accounting is taught by qualified and
experienced tutors from the Lahore School of Accountancy & Finance, The University of Lahore.
The School offers flexibility and choice and uses a mix of blended learning, including face-to-face classes and a wealth of online resources that will help you to confidently plan and prepare for the exams. These include recorded web classes, workbooks, practice exam questions and student discussion forums.

CIPFA Membership

When you enrol onto the CIPFA Certificate in Management and Financial Accounting, you will also register as a CIPFA student. This will give you immediate access to a range of membership resources and opportunities that are designed to support your learning journey and career in public finance.
These include our e-learning service CPD Bites and our online Career Hub which is packed with resources to help support your career progression, plus access to publications and expert commentary on the public finance arena.
Then, on successful completion of the Certificate in Management and Financial Accounting, you will be offered CIPFA Affiliate status and use of the designatory letters CIPFA Affil. This will signal your relationship with CIPFA, as well as your technical competency and public sector expertise to future employers.

How is the CIPFA program assessed?

The CIPFA Certificate in Management and Financial Accounting is assessed via online
exams, which are delivered in English.

The Financial Accounting and Management Accounting exams take two hours each and feature multiple choice and objective questions. They are available to sit quarterly, in March, June, September and December.

If you are keen to progress through the full CIPFA Professional Accountancy Qualification, you will sit online exams for all of the remaining 10 modules including the final Strategic Case Study exam. You will also need to complete a Practical Experience Portfolio (PEP) – a written log that documents the knowledge, skills, and behaviours you have gained through work experience, while completing your studies. The PEP is a prerequisite to becoming a Chartered Public Finance Accountant.

How long does it take to Complete?

The CIPFA Certificate in Management and Financial Accounting will take approximately one term to complete. This is based on you taking the two modules in the same term and passing the assessment on your first attempt.
The full CIPFA Professional Accountancy Qualification typically takes three and a half years to complete. This will vary depending on students’ prior qualifications, relevant work experience and whether any exam resits are needed.

What are the entry requirements?

To begin the Certificate in Management and Financial Accounting, you must be aged 18 and over. You must also  have three GCSEs, grades A–C (or grades 4 and up),  and two A-Levels, grades A–C, or accepted equivalent. For International Students entry requirement  is High School Diploma or accepted equivalent (ie, FA, FSC, ICS, I.COM).

We also welcome students who do not meet the academic requirements. These students must be 21 or over and have their employer’s support and more than three years’ relevant work experience.

Language Requirements

Our qualifications are taught and assessed in English. For students to achieve success, it is essential that they have an appropriate level of English language skills.

The University of Lahore will discuss with you what evidence they will require you to provide, to demonstrate your proficiency in English prior to you registering with CIPFA.
